The winner is the one with the quickest time over the hill, especially in the eastern U.S. which is the bastion of the AMA U.S. Hillclimb Championships presented by Pace American. The 'climbs out west are generally on rougher, more technical hills, but even so you can count on the top riders to conquer them.
